How to build up HTML on Pega and pop up table by click or cursor over

I have questions how we display help table by cursoring over or clicking

I demand to display the help table(example table is below) when I cursor over or click icon on the icon.

I demand to display the help table(example table is below) when I cursor over or click icon on the icon.

As HTML defined in Pega, "<pega:include name='ADLink' type='Rule-HTML-Section'/>". I have doubt I can export HTML-Section as Pega Rule. If so, I may set local action "Over-Lay" or "Modal Dialog". If Pega can be defined HTML section as Pega Rules, please share the tips.

Also, if someone know the solution by HTML, please share it.

Hi
Going by the document you attached, are you trying to configure it in the log in screen?

If yes then you can try configure a separate HTML under unauthenticated ruleset and configure the link in the log in screen with anchor in order to launch the separate HTML as a new window.

I haven't created "ADLink" Section yet. Now, I have created Section and try to set Local Action on it

However, it does not work correctly at the moment. Please answer below issue also.
