There are two ways to accomplish your requirement.

First Way:-

You can write your own javascript and css classes in "UserWorkForm" and save it to overwrite the default css.

Second Way:-

You can include your style sheets and Js files at Harness levels.

If the application is using custom JS or css files, refer the details mentioned by Hari.

If the application is using skin(OOTB or custom), use LiveUI tool and identify the UI control that needs the style changes. This will show the skin used by the application. Again, using LiveUI or developer tool of browser, identify the UI control that needs the style changes. Make the amendments in skin.

I applied on harness level and skin level but in both cases all label color changed.
