To hide flowaction from other actions menu

I have an assignment with two flow actions based on likelihood (70 and 30) ... flowaction with 30 likelihood is coming in otheractions menu. Now my requirement is to hide the flowaction based on some condition from otheractions menu.

I have tried giving when condition in flowaction security tab but its not hiding jst throwing error.
