If the submit button on your Pega FlowAction is missing the border or format of a button, you can try the following steps to fix it:

1. Open the FlowAction in Pega Designer Studio.
2. Select the Submit button control in the FlowAction.
3. Check the Style tab in the Properties panel to see if any custom CSS styles have been applied to the button. If there are any, remove them.
4. If the button does not have any custom styles applied, go to the Presentation tab in the Properties panel.
5. In the Presentation tab, check the "Control format" property to ensure that it is set to "Button".
6. Also, check the "Button style" property to ensure that it is set to the desired style (e.g., "Primary", "Secondary", "Standard", etc.).
7. Save and close the FlowAction.
8. Test the FlowAction again to verify that the Submit button is now styled correctly.

If the above steps do not work, it is possible that there may be conflicts with the CSS styles of your application. In this case, you may need to inspect the styles applied to the button using a browser developer tool and override them with custom CSS styles.
