Environment Setup Exercise Upload Problem

The instruction says to import the zip file into Pega Marketing 7.21 ML0 but I cannot bring up the menu after selecting Application. Also when clicked on application, a new window pops up instead of the 2nd tier menu as shown in the instructions.
