I doubt this is possible. What is your business requirement? Maybe you can expose some of the features of JCL components through REST endpoints, e.g., https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.1.0/com.ibm.zos.v2r1.izua700/IZUHPINFO_API_RESTJOBS.htm

Thank you Kevin.  Our requirement is to call some JCL process from pega, based on the pega process completion JCL team want to start the process, I don't have much details about how JCL works.
