Do I need any special permissions to modify DSS?
I created a feature to update DSS by executing an activity (pxSetDynamicSystemSetting), but only admin can succeed and other users will fail. Do I need to configure any special permissions for other users?

You can add a privilege to the activity which only admins have access to. But its a final rule so technically you cant. You can replicate this utility and create your own with privilege.
