Difference between 2 DSS setting

Hello, I am trying to do DSS setting for the pega017 alert.I searched in pega community and learnt that i need to set up a dss setting. But i see 2 kind of setting .Not sure both are same or different.

Can someone help me understand the difference ?

Pega-Engine • prconfig/declaratives/fragments/instancecountlimit/default (set to 5000)

I am not sure that the second DSS will work. The first one looks correct to me.  When you use a DSS for a prconfig setting (with a prefix of "prconfig") the last part of the key should be the node classification that the setting applies to.  This is normally "default" for prconfig settings.
