How do I create Dynamic System Settings for below Prconfig.xml change

<env name="systempulse/scanoffsetms" value="60000" />

Owning Rule-Set: ??

Setting Purpose : ??

Need to know if the above two fields should have value as below

Owning Rule-Set:Pega-Engine

Setting Purpose : prconfig/systempulse/scanoffsetms
After creating the DSS, Mention the Value as : 60000

if these values are not correct, need to know the correct Value.
