The Issue has been fixed. How? You need to keep branch rule set version unlocked but lock the ruleset which you have mentioned in the product file. Also, uncheck the option- "Allow checked out rules...." in the product rule.

Are you experiencing this issue using Deployment Manager? I see a similar issue was reported, but it was slated to be corrected in DM 4.4, which is available if you are currently using an older version. https://community.pega.com/marketplace/components/deployment-manager
