Customize Error Page for SSO

How can you customize the error screen for SSO? I want to customize it so that the user can click on the link to the standard Pega login if this shows up.

The message contents matches the pyShowErrorMessage HTML rule in the Data-Admin-Security-SSO-SAML class.

It's nothing that I've tried before but it may be worth trying to save this into a custom ruleset and ensure that ruleset is available to the BROWSER requestor type.
