Custom Error Section does not show error message

Page level messages being set by function 'pxAddMessageToPage' are not visible in Custom error section.

Please note in this scenario, screen is not getting submitted, its just getting refreshed. Other screens which are getting submitted (OOTB flow action Submit button click), there this set up works fine. 

Does anyone know why?
