Hi Deboli,
Learning repository gives the additional efforts, mainly, frameworks or strategic application rework details into the upgrade estimator using this SOAP. If this SOAP fails then the additional effort will not be considered as part of the effort calculation and it will not affect the scanning and estimating rework effort of your application.
But as you have mentioned "Error while installing Upgrade Estimator ", Is this issue blocking you in calculating effort for your application or installing estimator?

In the attached screenshot the end point URL , you are trying to connect doesn't have the port number. The correct URL for that is : http://ec2-52-2-91-182.compute-1.amazonaws.com:9080/prweb
This learning repository URL is fetched from 2 DSS present under PegaUpgradeEE ruleset. If the URL in those DSS's do not have the port number, please correct them and run the estimator once again.
