how to find Configuration tab in App Studio for delegating rule in pega 8.5 personal edition

@KuntalM9375  From AppStudio we can't delegate a rule. A rule can be marked for delegation from Dev Studio. 

If an operator has any rules which are delegated for the access group he is in, the configuration tab would come up automatically in the User portal (in Cosmos) or Case Manager portal in UI Kit.
