On click of close on Modal Dialog Lock is getting released

I have a repeating  grid layout  To edit the contents of a given row i have used a button to Open Local Action  and Disabled the Work Processing option  , On Clicking  Close Of the Modal Dialog the lock is getting released and it is unable to advance the flow .

I have Traced it and Lock is released in SubmitModalFlowAction Activity.

Error  :You lost the ability to  make this change because a change elsewhere has taken precedence over the change you made here. Lock is required .

Currently using Pega 7.1.5 , If there is any hotfix already existing for this issue please provide the number.

Is the grid displaying list of work objects or assignments ? 

Is it bound to pyWorkPage.pagelist property ?

If it is of the format pyWorkPage.pagelist, can you please change it to some toplevelpage.pagelist and try the same ?
