Circumstancing Edit Validate rule
Can we circumstance edit validate rules if yes how ?

Yes, Open the Edit Value rule and do save as with Circusmtance

Actually, I'm trying to validate the phone number pattern based on the values in my CountryName Property. However, when I'm i tried to circumstance it, facing below issues.
1. Unable to get my property from the dropdown when trying to create the circumstance. the dropdown shows only baseclass property.
2. When i tried to create CountryName in base it is throwing error

That is not an error message. It is a context Warning. You can give the circumstanced value and proceed.
