Can you set Audit Log Level without enabling Security Policies

We would like to update our audit log level to Advanced in order to capture all users logging into our system regardless of success or failed attempts. However, if we enable Security Policies it would force users to reset their passwords. Is it possible to set audit log level to Advanced without having to enable Security Policies?

Does Security Policies affect authentications such as email listeners?
