Can we show Tabs at all times even though user scrolls down?
Client is asking to show the Tabs at all times even though user scrolls down.
In the screenshot, the Tabs will not be displayed if user scrolls down.

You're basically looking for a feature analogous to the freeze header option we have for grids, right? I do not believe we have such a feature. At least, not that I am aware of.

Let me actually qualify my statement. Based on your screenshot it is not clear if this is some independent tabbed layout in some section or if this might be your center panel and where your dynamic container launches new tabs. If it is the latter, then the screen layout from your portal's harness should keep your dynamic container tabs frozen to the top of the panel.
But if it is the former, I am not sure how you could achieve the same effect.
