Can not create concrete work class in 8.7.1

Hello Community

While creating new concrete Work class in P8.7.1 we faced a blocker, the same blocker did not exist in P8.6 Problem statement – While creating a new concrete class (that is descendants from Work-Cover-)  system forced us to provide Primary Implementation Class under Primary rule assembly in the Rule form. As per Help the primary aspect ( and the primary rule assembly) is applicable only for classes descendants from Rule-

Any help on this is much appreciated
