Bulk Actions Select all checkbox not persisting beyond first filtered results page.

This was stated to be fixed in 8.1.  I am in 8.3 and the problem still exists.  Further resolution is stated as customizing the Pega rules containing the checkbox to remove the Refresh-List action and add a Refresh-This Section action to run activity pxSelectAllforBulkProcessing.  Although this works, this is customizing Pega.  What is the true Pega fix for this in version 8.3.1?
