AttachFile control does not get focus when navigating via keyboard

We were using OOTB 'FilePath' control to upload the file. It does not get focus when navigating via keyboard. we opened INC-C15418 for Pega to investigate and were told to use AttachFile coltrol. however AttachFile control also not working. We are using this control in a modal dialog
