It is wokring fine now.
I added below code in the stylesheet.
.Expanded > .header-bar:focus,.Collapsed > .header-bar:focus {
outline-width: 3px !important;
outline-style: solid!important;
outline-color: #3399cc!important;
}

In the UserWorkForm rule, add the below css code snippet.

.layout-outline-default > .Expanded > .header-bar, .layout-outline-default > .Collapsed > .header-bar
{
outline-width: 1px !important;
}
</style>

Can you enable IE debugger and check which style element is overriding the style components that you have defined in the userworkform.
