Ambiguity in Action set question on CSA Practice Exam (7.2)

In preparing for the CSA exam, I took the CSA Practice Exam (7.2). I came across a question that I could not find a correct answer because the question states to meet the requirement but not all events are covered. The ambiguity of the question makes it slightly misleading but I think the closest answer is A but, in my opinion, it still doesn't answer the full question as it is laid out? Here's the question:
You are configuring a grid layout so that a row is set in focus when a user right-clicks a row, uses the up key, or uses the down key. In addition, when the user clicks a row, it is shown in edit mode.
How do you configure the grid to support this requirement?
A. Use two action sets: one for the right-click event, and one for the up key and down key events.
B. Use one action set for the click, up key, and down key events.
C. Use two action sets: one for the right-click action, and one for the up key and down key actions.
D. Use one action set for the click, up key, and down key actions.
Some insight/feedback into the ambiguity of this question would help and to confirm I have the "most correct" answer of the above.
