Agile Workbench Missing

We installed a brand new instance of Pega 7.3 ( suse Linux + PostgreSQL) however the Agile Work bench option is missing in the bottom footer in the designer studio and also under application definition. Any thoughts on how to enable it?

We just ran the default installation and did not change anything

Check the @baseclass.pyEnableAgileWorkbench When condition and see if those criteria are met.
