After deployment Section rule is not moving with all the changes

We had a section rule with some configurations on the Actions tab. when we move that to higher environments that section rule is moving without Actions tab settings(we are using a file path controller). this is looking completely different.

Please let me know is there any way we can handle this issue?

Please find the attached document which has rule information in Dev and the rule in QA after deployment.

Hi, 

This is weird. Which Pega release your application is on? 7.2 or 7.3?

We will check if this issue can be reproduced in house.
