Adding a data type by using a REST connection

Hi everyone,

i'm new in Pega.
I want to add a data type via Rest but i have an error:

My application is published via IIS Express

Error:

Caught unhandled exception: java.lang.RuntimeException: org.apache.http.conn.HttpHostConnectException: Connect to localhost:55810 [localhost/ Proprietary information hidden] failed: Connection refused (Connection refused)

i will be very grateful if you can help me

does not look like the endpoint is accessible. The common check is to use a 3rdparty rest client (Postman/SoapUI, all have free version) to check the same endpoint. If failed as well, then this has nothing do with Pega. Otherwise, we can troubleshoot further.
