Add new row link to Table toolbar
Using 8.4.1
We selected 'Optimize' checkbox for Table layout. How can we include Add new row link to the custom section in Table toolbar? We used the add new row UI Action but not working. The same add new row UI Action is working from the traditional Table footer (i.e. Optimize unchecked).

have you tried adding a link outside the table layout?
I verified in 8.5 which is working fine, Please verify if its feasible in 8.4

But this configuration might need refresh section action after adding an item.

I am not very clear. Is it possible for you to add few screenprints and what is that your are expecting here?
