Access the full property panel without Dev Studio access

Pega 8.2 introduced a new feature that exposed the full property panel in App Studio if your operator has access to Dev Studio (https://community.pega.com/knowledgebase/articles/whats-new-pega-platform/increase-ui-authoring-capabilities-app-studio-82#properties).

While this is definitely helping, is there a way to expose the full panel without granting the user access to Dev Studio (custom roles, RBAC)?

Looks like there is no way for the same at this moment. Now it checks if the current access group has access to a portal named Developer. That means it just checks if the access group of the operator has access to Dev Studio or not.
