This is almost always a timezone or date vs datetime mismatch. First confirm the filter is applied on a real DateTime column like pxCreateDateTime and not a text property. Then check your operator timezone; Jan 1 at 00:00 in your zone can convert to Dec 31 UTC, which explains December results. In the report, change the condition to StartDateTime greater than or equal to BeginOfDay(From) and StartDateTime less than AddDays(BeginOfDay(To), 1) so the end date is inclusive and timezones cannot push it back. If you use a Date-only field, enable ignore time component or switch to the datetime approach above. Make sure the UI is passing proper dates by using the calendar picker and not free text like 1.
