This is the first time to use PDC in our PEGA side, can please explain for the step by step how to create/install and configure in our system.

If you're a Pega Cloud customer, then it should be automatically present as part of your license. You will find the URL in your MyServicePortal.

If you're an on-premise customer then you nee to go through the process mentioned here.
