The answers given were Check in Rules to merge and Review conflicts and warnings. However, the reason given for Check out Rules to merge being wrong is: Rules must be in a locked Ruleset to merge. I beg for clarification

Hi @ArnoldG16957468, the feedback for that answer may be relying on prerequisite knowledge from the Application Development Foundation mission.
I think there are two data points here to remember. 1) you can only check out Rules that belong to an unlocked Ruleset, and 2) before you merge a Branch, you should lock the Branch so that no inadvertent rule changes are introduced.
However, to lock the Branch (any Ruleset), all Rules must be checked in. You cannot lock a Branch if any Rules are checked out.
