We have a requirement to send out offers only if we have minimum number of selections.

For example;

Minimum value : 500 and Maximum value : 5000.  

For this, we have created a volume constraint rule with the above values. But while testing with Campaign we see that the selections are available even if the results count is less than 500.

Based on this post, Minimum volume configuration cannot be used for this purpose.  

Is there any other configuration or solution available to achieve this?
