Unable to change Public-link URL

Hello,

I'm trying to change Public link url it is pointing to non-sso URL need to change it to SSO URL. I have tried 

configure-->System--->Settings-->URL's to change but there it is not allowing to edit and save .It is showing URL's in Resource URL tab in read only tab. Tried to change from "Pega-ProCom • PublicLinkURL" DSS setting but still the public link url is not updating.

 we are using 8.1.9 version.
