Pega Survey - need to hide Create survey button

Hi Team.

 

I have requirement like BA will login portal and he will create the surveys. I have to hide the Create survey button. I have tried but not able to do due to all rules are Final. I have seen one when rule on button visibility condition  "pzCanCreateWorkTypesForSurvey", if I can override this when rule, button get hide. Unfortunately that when rule also final rule. Is there any way that we can hide this button without override final rules?
