Pega case routing based on count

I need to route cases to user's worklist based on count.

Scenario:

Indian region-2

America-1

And I need to route cases to user's worklist based on region and count 

I'm using email listner to create cases if case is belong to India region and there are 100 cases in Indian region it route to user's in Indian region and first 50 cases route to 1st user in Indian region and next 50 to other users
