In prior versions of pega, when creating a declare expression rule, you had to define the change tracking (either to fire when inputs change, when used if no value present, whenever used if property is missing, whenever used, by a rule collection or when invoked procedurally).  In 8.3 and beyond, the change tracking tab has been removed.

I don't see any documentation specifying what the new behavior is.  Does anyone know what logic is now used to decide when to fire off declare expression rules?
