Does migrating of content storage from Pega DB to repository help in freeing up DB size usage in Pega cloud

We would like to move out content attachment from Pega DB to Pega cloud repository (amazon s3). We are using Pega 8.4.1 and want to know the following before making the decision.

1) Does moving of content storage help in freeing up DB size by purging the attachment from Pega DB ? Also we understand the migration will only happen for File attachment type, correspondence attachment type will still be in Pega DB. 

2) Can we create different folders in pegacloudfilestorage for storing attachment related to different applications ? If yes how can that be configured ?
