Issue while creating a new app

Hi All, 

I installed 8.3.1 and am trying to create a new application for very first time, i am facing this issue. Need help please.

Error pops up with any application name.Error Image

Do you already have such ruleset in your application? Can you double check. Maybe trace it to understand it.

Could you please check if CarRentals ruleset is already present, if yes delete it and try again.
