Hi Eric, 

I did some research on your query and i observed that for binary files we dont get the "Delegate" option under Actions button but we can  "Add to Favorites".

What version of Pega are you using?

In a relevant post i found out that upto Pega 7.2.1 we can use "Add to favorites" to delegate a rule . Please validate the below link and see if it helps in your use case.

Thanks for posting your query in PSC!

Please follow the below steps to delegate a rule:

1. Create a accessgroup

2. Add PegaRules:sysAdmin4 and PegaRules:WorkMgr4

3. Create a ruleset and leave it unlocked.

4. Add the ruleset created as Production rulesets in the Application and Access group.

5. Save as the rule that you want to delegate to the production ruleset.

6. Click on the Actions button and Delegate the rule.
