Use of pega:when in Correspondence Rule

Issue:

Using a When-Rule (AAA-BBB-Work-) in a Correspondence-Rule (AAA-BBB-Work-CCC) is not working.

The When-Rule is used on a pega:include Correspondence Fragment.

However, the Correspondence Fragment is visible at all time, whether the When-Rule returns true or false.

Have you traced whether the when rule is picked up during execution?

1. could you attach the correspondence's source code?

2. Did you try to trace it? what's the result of when-rule in the tracer?
