Packaging the application

Hi

In LSA application built exam we often create a new application version so that the existing application version remain unchanged and add a new ruleset version in the application and do our changes there. While packaging this application the ruleset of the previous version is also incorporated. My question is is it fine or we have to package only the incremental part. If we need to deploy only the incremental part then how we will do it?
