Isn't Required(OTB) worked if we set Action on submit button.

Please answer my question about Required and Local Action Collaboration.
Required is not worked when I set Action on Submit Button.
According to the picture, I have settled Required each cell properties and Action on Submit button(Blue Button).
I set Action on Submit button and then I clicked submit button. My expectation, if all property is blank, required rule(OTB) should be worked firstly. However, it seems not.
Required works well when I don't set any Action on Submit button.
Please let me know the reason why it does not work.

Just to clarify your question, you are talking about a custom Submit button I guess right? Can we see the configuration side.

I apologize that my first post was not clarified on Designer Studio Information.
I used section include that are separated contents part and button part. I set required condition on each cell properties and set Action on button part.
Please check attachment picture. If there is still lacked information, please let me know.
I also want to clarify the priority of activation. On my thought, cell properties’ required condition activated at the first and then rest of validation/condition are worked.
Don’t I misunderstand something on Pega logic?

Can you please try to remove the "Refresh" actions on the button and again test if the required validation is showing or not.

Hello,
So your button isn't doing any Submit really.
Looking at the configuration you are just apply a DataTransform and refreshing. How about if you use an action like "Finish Assignment" or "Post Values" maybe?
