Pega 7.1.5 - UI of few Rules Messed up - Only Text Appears

When we open few rules in Prod environment like Report Definition, Skin etc. It appears text only. See attaached screen shot for the same. Its happening in IE ( i use IE 11 ), chrome. And its happening only in production rules. Rules from QA, DEV are appearing fine.
Any guidance will help.

Let us know what you did before you ran into this problem. Did you move any rules or install Hfix after which you noticed this issue?

Thanks for your response. We noticed this last week and No, there was no code deployment because of freeze. The Prod and Dev stack is same and not sure why this is happening only in prod.
I think the issue is with the OOB harness "Harness Rule-Obj-Report-Definition • RuleForm Pega-Reporting:07-10-01". I was not able to revalidate and save. So when I private-edit and save. Then open the Report definition, it appears good. Any idea how I can revalidate and save the OOB harness? If I don't what to have any custom copy

I am confused.
1. Why do you think the issue is with OOTB harness "Harness Rule-Obj-Report-Definition • RuleForm Pega-Reporting:07-10-01"?
2. Why were you attempting to do a revalidate and save of this rule in PROD environment?
3. You mention that you do not want to have a custom copy. Does that mean you had one while you were in DEV and mistakenly imported it into PROD as well?

No. These were never touched. Many a times this has happened for issues related to UI, a revalidate and save worked. So in this case after all our analysis beared no fruit, tried a Private Edit and we got our UI perfect. So was asking is there any way to recompile the Harness. So answers
1. When having a local copy (Private Edit) of Harness, RuleForm, it works
2. That was an option to re-compile.
3. No, as mentioned before, Dev works with as it is.
Can I raise an SR and work with someone?

How did you figure out that if you did a private edit of RuleForm harness, the problem went away? Basically, what led you to this specific harness?
Sure, go ahead and open an SR.

That was a trial and error step to see if we are missing any UI rules and this harness clicked which I wont consider a solution. I will open an SR and update this post on any solution suggested.
