Marketing Upgrade to 7.3.1

We have NBAM 6.3 on Pega6.3, planning to Upgrade to 7.3.1. Due to platform tech refresh in scope (App server changing from Oracle WebLogic 11g to 12.2.1), can we perform Install Migrate approach to set up a fresh Pega7.3.1 and Marketing FW7.31 and then perform Data upgrade/migrate to convert the IS/IH data structures?

We already have a parallel box with the Pega7.3.1 specific platform set up - which means lower Pega versions won't run on it.
