Deployment Manager is not visible in Designer Studio Footer after installing it

I have installed Pega 7.4 Personal edition on my laptop and later downloaded the Deployment Manager 3.1.X from Pega exchange. i imported the two packages as given below from Deployment manager 3.1.X zip and rebooted the app server. i don't see the deployment manager in designed studio footer and is there anything am missing here? please help
