How to Edit and Save pdf attchements stored part of the work object

Hi

My requirement is need to edit and save / again edit and save all the attachements of pdf-during different stages of work object attachements.

Anyother option other than using editable htmlstream then convert into pdf , here also I need to convert from pdf to html stream and vice versa.

My Requirement is different 

I no need to create a template , templates are stored in some other system, Pega call the template - other system provides template, so Pega no need to create a eForm Template, since once Pega called template is available for you

Any other option to convert pdf to html stream or vice versa
