You can call a data transform as the result of a missed SLA. You only need to use the when rule to create a condition to trigger that specific action if/when you want that action called. If you want the Data Transform called every time than do not use the When rule, otherwise you write the when rule using it as a trigger and the when rule would contain variable to set that trigger.
