Rob,
When using IE to download, be sure to change tar extension to ova prior to download.
I'd also suggest you are ensure you are not logged into any VPN while trying to access the VM.
You might also take a look at the following thread for a suggested fix: https://collaborate.pega.com/question/failed-open-pvs-lsa-719-oracle-virtual-box
If you still have difficulty, please document screenshots along with your issue and submit to Proprietary information hidden.

Hi @Lloyb
thank you for the response/hints. I am not using VPN. It seems I might be having an issue with my machine (and it may be tied to VirtualBox temporarily saving file [vmdx] which happens to be on a SSD drive) but still investigating.... I tried with another machine. downloaded the file with IE. Did not change name from .tar to .ova. Proceeded to "untar" and then attempted to import .ovf file. This successfully worked and I was able to import and run the VM. (don't know the centos userid /password to login but that's a separate thread.)
I will try the IE download steps on my machine to see what happens ; but it might be more related to VirtualBox and SSD issues. :(

To All. just a follow up.
I might have had some Virtual Box product issues but re-attempting with @Lloyb instructions definitely worked.
