Export from Command line using prpcUtils.xml

Hi, am trying to create product from command line and have configured all the necessary values in prpcUtils.properties file. 

The log messages says export successfull but in the jar file there are no rules. The .jar file created is empty. Please let me know if additional configirations are required. Am using Pega 7.1.6 version. Below is the refernece i used from pdn for configuring properties file.
