Few points to ponder

1. we are not using PMF
2. we need to track rules that are changed as part of a User Story/Defect

Not sure of OOTB tracker tool/wizard as such available ... but again a report definition on Data-Rule-Summary could be helpful.

How are you mainiting your User Story ar they Specification rules? If yes, then we can associate specification rules for Flows rules and Flow shapes to track implementation details.

However for defects, I do not see any OOTB feature available for the same. One approach is to use Defect ID as check in comment and then create a Report definition for pyMemo column.

you could also think of having/adding Custom fields (on history tab of a rule form) if you don't feeling it doing as an over engineering just to track changes/for reporting purposes.
